- On January 25, 1993, the government decided that the decision of the Follow-up Committee of December 22, 1992 exhausted the salary comparison between police officers and prison guards and career soldiers until the date of the decision on 1/93 (N/6); h) 1. The addition of the check-in is activity level A, one of the activity levels paid to career soldiers in the IDF, paid to career soldiers in the IDF, as a percentage increase, according to uniform criteria detailed in a weighing table (N/5), with the cumulative total score, According to the criteria detailed in Table N/5, it determines the level of activity to which the unit is entitled.
- Study B/ 5 shows why, while applying the uniform criteria, there is no reason to grant the supplement to all prison guards serving in prisons beyond the Green Line at that time.
- According to the weighing table, and an examination of the application of the criteria regarding the prison guards in Judea and Samaria, it appears that they are entitled, at most, to the addition of activity B, since the addition of activity A is given in the IDF only to me, whose total score, according to the criteria in the weighing table, reaches 16 points.
- The total cumulative score of prison guards in Judea and Samaria, including the plaintiffs, reaches a maximum of 8 to 13 points, i.e., a score that qualifies for activity level C and at most - activity level B; i. 1. In February 1988, with the change in the security circumstances in the work of prison guards beyond the Green Line, following the outbreak of the Intifada, and after lengthy discussions between the Ministries of Finance, the Police, and the IPS Commissioner, the then Commissioner of Wages, Mr. Yaakov Danon, decided, without legal or contractual obligation, to apply an additional activity level A (additional check) to the prison guards serving in Judea and Samaria beginning in January 1988, on condition that they undergo periodic training on special behavior for those serving in the territories beyond the Green Line - training that was required due to the new security circumstances that were created and in which the guards were not accustomed by virtue of the nature of their work.
- In November 1988, Mr. Danon extended the entitlement to the additional allowance, with respect to prison guards, to IPS personnel in administrative positions in prisons in Nablus, Jenin, Hebron, Judea and Samaria and Ramallah.
11a) In light of the facts as set out in paragraph 10 of the judgment, it appears that Government Decision S/33, which establishes the comparison to which the plaintiffs claim, does not discuss linkage to salary in the IDF, but rather the application of uniform criteria in the IDF, the police and the IPS, and the examination of eligibility in accordance with those criteria. A review of the uniform criteria set for both the IDF, the police and the IPS regarding eligibility for an additional activity level A (P/5) and their application to the plaintiffs' activity as prison guards beyond the Green Line clearly shows that since the plaintiffs do not
